- Add cold water and vodka: Stir in the cold water and vodka. Mix to ensure the liquid is evenly combined.
- Pour into shot cups: Arrange 12-oz plastic cups on a rimmed baking sheet. Pour the jello mixture into the cups, leaving ⅛ inch of space at the top.

- Place the tray of jello shots into the refrigerator for 1-1 ½ hours or just until the strawberry jello shots are partially set up and firm. Place a single gummy eyeball candy onto the top of each strawberry jello shot.
